Mission Statement

Welcome to the Dodge County Sheriff’s Department website:

As 2009 comes to a close, we look back on our progress, our successes and our needs improvement.  We do this simultaneously with setting our goals for 2010 and beyond. Our intent is to build upon our successes and work on our “needs improvement”. In 2009 we completed the installation of our Mobile Data Computers and the ICOP Video systems.
We will start 2010 using the Tracs system for issuing citations.  This system will allow for the electronic completion of traffic citations and reduce hundreds of hours of administrative time managing the old paper citations.

The E911 Center continues to excel and will soon be at full staff for the first time.  This division will also see a new face as
Lt. Scott Smith will take over these responsibilities as Lt. Pat Ninmann moves to the Dodge County Detention facility as the Deputy Jail Administrator. We are enjoying our third year of centralized communications and have already seen progress towards centralized records management system and county-wide MDC’s for municipalities.

The Detention Facility continues to be the premier facility in the midwest for contracting beds for federal inmates. This effort yields in excess of $8 million federal dollars annually back to Dodge County general fund. The jail transport unit travels throughout the midwest in response to requests from USMS and ICE, facilitating the pickup and transport of inmates. To date, this transport team has traveled 2.7 million miles with no significant security incidents or traffic mishaps.

The Detention Facility has also greatly expanded our programs to include working hand-in-hand with the Dodge County Commission on Aging.  The newest program is assigning inmates to rake leaves and shovel snow for the elderly who can not do it themselves nor afford to hire someone to do it.  This will allow our elderly to stay in their homes, providing the essential services to them.

Our investigators have been extremely busy with both violent and property crimes. They continue to increase their crime solving and property recovery rates.  The division is currently solving 92% of our violent crimes which is twice the state average. Our property crime solving rate is at 24% which is also above state averages. Property recovery is over 42%, again, well above the state average. Our institutional investigator, responsible for the investigation of crimes committed within the county's four state correctional facilities continues to see a dramatic increase in caseload. In early 2010 the CI Division will also see a new supervisor.  Lt. Kevin Hill will replace Lt. Swyers as she retires after a very rewarding career at the department.

Our Patrol Division continues to dedicate them to traffic safety.   We started 2009 with the loss of a 7-yr old boy on January 3rd.  By fall it appeared that we may be on track for a record low number of fatalities and then we experienced six fatalities within five weeks, finishing the year with 17.  As alcohol and speed continue to be the predominant factor in these crashes we must continue our traffic safety efforts.  We can add enhanced alcohol enforcement, conduct safety belt enforcement, and increase our visibility but in the end, it is you, the drivers, those on the road that have the greatest impact of all

Our public affairs programs continue as we do everything we can to educate and inform the citizens of Dodge County and beyond.  We enjoy a great relationship with the media and have formed a positive partnership to allow us to spread the word and keep you up to date on urgent matters.  As a governmental entity I feel we have a responsibility to keep the taxpayer informed as to what they are getting for the dollars they provide.  You give us $17.5 million each year and we want you to know they are spent wisely, not carelessly.

New in 2009 was the Dodge County Sheriff’s Posse Program.  This program is focused on the retired population of the county to provide volunteer hours to the department.  From minor administrative duties, stop sign checks, to volunteer work in the jail, this program will provide an opportunity for others to get involved and assist a great organization.  This program has exceeded expectations as the Posse volunteers have worked over 2,000 hours from July of 2009 to the end of the year.  As this program continues to move forward we will expand the responsibilities and opportunities for this tremendous program.

Of course, with all successful operations, it takes a management team and administrative staff to work tirelessly behind the scenes to keep everything going.  The Sheriff’s Department has approx. 185 full-time employees which are augmented by
25-30 part-time employees whom conduct transports and our court security responsibilities. Each and every employee, regardless of rank, status, or assignment shows an unmatched dedication to their work.

Soon we will publish our annual report for your review. You can review the previous years by visiting our website at www.dodgecountysheriff.com . You better than anyone have feelings on what we need to maintain and what we need to improve upon.  It’s your tax dollars at work and we welcome your opinion.  Thanks for listening, tnehls@co.dodge.wi.us.
